Bali Seaplane Tour is an independent scenic-flight coordination desk operated by Juara Holding Group, established in 2015, that arranges sightseeing seaplane flights from Bali with licensed Indonesian aircraft operators. The desk does not own, operate, or fly any aircraft, and it is not affiliated with Santai Seaplane, Aman Air, Mason Adventures, or any other operator named on this site.
What Does the Desk Actually Do?
The short version: we sit between a guest who wants a scenic flight over Bali and the licensed operators who actually fly the routes. That sounds simple until weather, seat counts, and unpublished routes get involved — which is most of the time in this category.
As of September 2026, the only scheduled sightseeing seaplane product published from Bali is Santai Seaplane’s “Fly Scenic Bali” flight: a Cessna Caravan 208 EX Amphibian, 40 minutes, up to 8 guests, departing and returning at Ngurah Rai Airport in Denpasar. Santai lists an indicative per-guest price for this flight on its own product page, per the operator’s published figures on santaiseaplane.com (captured 18 Sep 2026). Our own currency conversion estimates this figure in USD at late-2026 rates — that is our estimate for planning purposes, not the operator’s stated price, and it moves with the exchange rate. The flight departs wheels-up from the runway; no water landing is published on this particular loop.
For that flight, our job is straightforward: confirm your travel dates, request a seat count and timing from the operator, hold the slot while paperwork clears, and stay on the line if a departure needs to shift because of weather or aircraft rotation.

Where a route would involve an actual water landing rather than a conventional runway departure, Indonesia treats the water site itself as an aerodrome. The country has adopted FAA Advisory Circular 150/5395-1 as the basis for its own DGCA Manual of Standards, CASR Part 139 Volume III (Seaplane Bases/Waterbases), which sets technical minima such as a preferred water depth of 1.8 metres, a minimum taxi-channel width of 45 metres, and 15 metres of clearance from obstructions. A water site has to be certified or registered with the Air Transportation Directorate General before it can be used commercially — the precedent case is Bawah Island in the Anambas Islands, which has operated a certified route from Batam since 25 May 2017. What The Desk Will Not Do
Three lines we do not cross, stated plainly:
- We will not guarantee weather. A seaplane sightseeing flight is daylight VFR only, and Bali’s wet season (roughly November through March) brings afternoon storms that can force a same-day reschedule. Nobody, including the operator, can promise a clear sky in advance.
- We will not present an unpublished route — Menjangan, Mount Agung, Mount Batur, sunset timing, or a lunch/resort combo — as a fixed, scheduled product with a listed price. These are arranged case by case, quoted per aircraft, and confirmed only once an operator accepts the routing.
